WBS example project management — Malaysia
A work breakdown structure splits a project into smaller and smaller pieces until each one can be estimated, assigned and checked.

A WBS example is easiest to understand from a finished one, so this page builds a complete work breakdown structure for a realistic project and then states the rules that made it work. Copy the outline as a WBS template and replace the contents with your own.
A work breakdown structure, or WBS, takes the whole project and divides it into smaller pieces of work, level by level, until each piece at the bottom is small enough to estimate, give to one person and check as done.
It breaks down deliverables, meaning the things the project produces, rather than the activities of the people doing it. That distinction is the one most first attempts get wrong, and it is covered below.
A WBS example: moving an office
The project is moving a 40-person office to new premises. Level 1 is the project itself; level 2 splits it into its major deliverables; level 3 splits each of those into work packages.
Numbering each line (1.1, 1.2, 2.1 and so on) makes the structure referable in a plan, a budget and a RACI matrix.
| Code | Deliverable or work package | Level |
|---|---|---|
| 1 | Office move completed | 1 |
| 1.1 | New premises ready | 2 |
| 1.1.1 | Lease signed | 3 |
| 1.1.2 | Fit-out completed | 3 |
| 1.1.3 | Network and phones installed | 3 |
| 1.2 | Equipment and furniture moved | 2 |
| 1.2.1 | Inventory of items to move | 3 |
| 1.2.2 | Movers booked and briefed | 3 |
| 1.2.3 | Items delivered and placed | 3 |
| 1.3 | People ready to work | 2 |
| 1.3.1 | Staff communication plan | 3 |
| 1.3.2 | Seating plan agreed | 3 |
| 1.3.3 | First-day induction held | 3 |
| 1.4 | Old premises handed back | 2 |
| 1.4.1 | Old premises cleared | 3 |
| 1.4.2 | Handover agreed with the landlord | 3 |
The rules that make a WBS work
Break down deliverables, not activities. “New premises ready” is a deliverable; “doing the fit-out” is an activity. Deliverables can be checked as done or not done. Activities drift on indefinitely.
The 100% rule: the pieces at each level must add up to the whole of the piece above them, with nothing missing and nothing extra. If a task appears nowhere in the WBS, it is outside the plan, and the work will happen anyway without a budget.
Stop when the piece can be estimated and owned. A work package at the bottom should be small enough that one person can say how long it takes and be accountable for it. If two people would disagree on whether it is finished, split it further.
Use one level of detail consistently within a branch, and do not force every branch to the same depth. A simple deliverable needs fewer levels than a complicated one.
WBS template: the outline to copy
Use this skeleton and replace the bracketed parts with your own deliverables. Keep the numbering.
1 [Project result]
1.1 [Major deliverable A] → 1.1.1 [Work package] · 1.1.2 [Work package] · 1.1.3 [Work package]
1.2 [Major deliverable B] → 1.2.1 [Work package] · 1.2.2 [Work package]
1.3 [Major deliverable C] → 1.3.1 [Work package] · 1.3.2 [Work package]
1.4 [Project management] → 1.4.1 [Charter and plan] · 1.4.2 [Reporting and meetings] · 1.4.3 [Closure and handover]
The last branch matters. Managing the project is work that costs time and money, and it belongs in the structure so it appears in the budget.
From a WBS to a schedule, a budget and an owner
The WBS answers what has to be produced. It deliberately says nothing about order, duration or cost, and those come next.
To schedule it, list the bottom-level work packages as tasks, add the dependencies between them and let the dates fall out. Our Gantt chart generator does this and highlights the critical path. To assign it, put each work package as a row in a RACI matrix with one accountable person. To budget it, estimate each work package and add them up: the 100% rule is what makes the total trustworthy.
The project charter is the document that comes before all of this, because the WBS can only break down a scope that has been agreed. The charter template records that scope.
Mistakes that make a WBS useless
Listing activities. A WBS full of verbs becomes a task list, and a task list cannot tell you whether the project is complete.
Stopping too high. A work package called “Build the system” cannot be estimated or owned. If nobody can say what done looks like, it is not broken down enough.
Going too deep. Splitting a three-day package into forty one-hour lines costs more to maintain than it saves, and the project manager ends up managing the WBS instead of the project.
Leaving out the management work and the handover. These are the first things dropped under pressure, and the project suffers for it.
Questions
›What is a WBS in project management?
A work breakdown structure: the whole project divided level by level into smaller deliverables until each is small enough to estimate, assign to one person and check as finished.
›What is the 100% rule in a WBS?
The pieces at each level must add up to exactly the whole of the piece above. Nothing can be missing, which would leave unplanned work, and nothing extra, which would add scope nobody agreed.
›How many levels should a WBS have?
As many as it takes for the lowest pieces to be estimable and owned by one person, and no more. The test is the work package, not the count: a small project may need two levels and a complicated branch four.
›Is a WBS the same as a task list or a schedule?
No. A WBS lists what the project will produce. A schedule adds order, duration and dependencies. A task list is activity-based. You build the WBS first and derive the schedule from it.
›Is there a WBS template in Excel?
A WBS fits a spreadsheet well: one column for the code, one for the deliverable, one for the owner and one for the estimate. Copy the outline on this page into rows and keep the numbering so each line can be referenced.
